The view at night is quite nice, but I don't think it's worth 8 euros. It's hard to read the descriptions on the tower, minimal lighting would be needed in the dark. The advantage is that the opening hours are long - when none of the other attractions are open, you can visit this one.

Best view over the city. On top of the academy of science - an soviet building in stalin style. Great view with explanation. No waiting time, not overcrowded. Perfect lookout
At the entrance buy a ticket at the window, 8 euros per person. Then take the RIGHT lift to the 15th floor. Walk the stairs up and you are there. Really good view of the city, I definitely recommend to visit.
Nice panoramic views of the city. A bit pricey, though, 8 euros per person and you still have some unwell lit stairs to climb (not wheelchair friendly). Inside, it smells very badly, of sewers…
