The 11th floor of Shibuya Hikarie has a free observation deck called the Sky Lobby. It can get a little crowded but it's worth coming here to check out the views of Shibuya. This is especially true if you happen to have a telephoto lens.
Sky Lobby at Shibuya Hikarie is surprisingly not crowded and a really nice place to pause while exploring Shibuya. The building itself has exhibitions, and there are plenty of restaurants to choose from if you want to eat nearby. The big corner windows on the 11th floor are perfect for enjoying the view, and the lower 9th floor also gives a clear look at Shibuya Crossing — literally an ocean of people down there. There’s a convenience store on the same level, which is super handy. No reservation needed at all, and just a heads up: the elevator takes you straight to the lobby floors. A great spot if you want the Shibuya view without the crowds.

Headed up to the 11th floor for a quick view of the famous Shibuya crossing at nighttime (~2200). For a free view it was pretty spectacular, especially in the rain. Definitely worth going, considering many of the other places charge you for the same experience.
You can see: Shibuya Scramble You cannot see: Tokyo Tower🗼, Skytree, or Mount Fuji 🗻 Price : free Not the same place as Shibuya Sky. The view is not as good but the entrance is free. Only look to the north so you can't see major landmarks such as Tokyo Tower🗼, Skytree, or Mount Fuji 🗻. But the Shibuya Scramble is clearly visible. Easily accessible from the ground level of Shibuya Hikarie by taking an elevator to the 11th floor.
