Please note, this guided tour is not compliant and its operation is problematic. Quebec City is a World Heritage City recognized by UNESCO. For several decades, it has been necessary to hire certified guides. There are a variety of companies and professional and certified guides offering tours and activities for all tastes. Whether they are gourmet, historical, cultural, architectural, friendly, diplomatic, corporate, paid, or free. Toonie Tours does not respect this basic industry rule. I've already seen their guide pass without a license twice. Nothing prevents a new operator from offering activities in Quebec City, but respect for the laws, customers, and other stakeholders is essential!

Adjustment following the company's response: What you offer are disguised guided walking tours. And yes, my company is the only one offering group historical walking tours in Spanish with extraordinary certified tour guides and licenses around their necks. These are people who have a good heart and have worked hard to get where they are, and they deserve my denunciation of a company from elsewhere that thinks it can do whatever it wants. This is disrespectful to the workers in our industry. ----------- Warning – Non-compliant and illegal tours The guides at Tonnie Tours offer guided tours in Quebec City without holding the mandatory tour guide license issued by the City of Quebec. This goes against the Municipal By-law on Tourist Guides (Chapter G-1), in effect since 2007, which requires that anyone offering guided tours for remuneration hold a valid license. To obtain this permit, the guide must: Have completed recognized training (Mérici College or Champlain–St. Lawrence College), Have a criminal record check, And display their guide card visibly for the duration of the tour. Failure to comply with this regulation is punishable by fines of up to $4,000, as it undermines the quality of the tourist experience and respect for the work of certified professional guides. 👉 As a tourism industry player, I find it concerning that a company would circumvent these rules while professional guides invest time and money to provide a supervised, informative service that complies with municipal regulations. For an authentic and compliant experience, I encourage you to choose a local company that hires guides accredited by the City of Quebec.
